I had a chance to take Stu Apte on a float trip down the Yellowstone when I lived in Montana. He is one of the pioneers of this sport and one of the best casters I have fished with. I designed this fly based on his style of tarpon flies and have been using it for the last year with great success. It has taken two snook over 20 pounds.
I have downsized it a bit for both tarpon and snook and tie it from size 2 to 3/0. I find the smaller sizes such as 2/0 to be the most productive. The hooks are Gamakatzu SC15s for the smaller sizes and Tiemco 600SP for the larger flies.  It is easy to tie and just the right color for our waters down here in the Everglades.
You can adjust the sink rate by varying the size and material used for the eyes. I like to retrieve it in short strips allowing the marabou and feathers to pulsate and breath. It is also a great redfish pattern. Take some swimming today.
